Directors in the Adamawa State Financial sector have requested the State government to amend the State’s recent Public Financial Management laws and regulations to align with the Financial Instructions of the state.
This is to provide uniform standards for the administration of public funds and resources.
They made the request at the Adamawa State Review of Financial Instructions training Workshop organized by State2State in Yola, Adamawa State.
Emphasizing the need to amend the State’s recent Public Financial Management laws and regulations to align with the Financial Instructions of the state, Director Legal Services, Adamawa State House of Assembly, Abubakar Sa’ad, Director Policy Recording and Settlement, Debt Management Agency, Adamawa State, Moses Helda and the Director Tax, Adamawa Board of Internal Revenue, Salihu Savannah said it will guide public Officers, MDAs on processes and procedures in dealing with accounting for government financial transactions.
They added that the reviewed documents will serve as instruments of laws and authority that will provide checks, financial control and sanctions against abuses.
A Consultant facilitating the training, Ismail Adeleye explained that the Financial Instructions set the agenda and establish institutions for public financial management that drives set of detailed operational rules and guidelines for the day-to-day management of financial activities.
Adeleye further said Public Financial Management should not be a one-off thing adding that the Financial Instructions are Treasury Circulars issued by the Accountant General from time to time and stressed the need for its sustainability for the progress of the country at large.
Commending the active participation of the participants, State Team Lead, Adamawa State2State, Suzanne Myada said recently, several Public Financial Management reforms have been undertaken by the state in response to the World Bank State, Fiscal, Transparency, Accountability and Sustainability program for results disbursement, linked indicators which led to the passage of new Public Financial Management laws in the state.
Myada therefore encouraged the participants to do the needful with the reviewed and revised Financial Instructions to help protect state resources, promote accountability and transparency in the use of public funds.
Participants at the training were drawn from Office of the State Auditor General, Accountant General Office, Budget and Economic Planning, Ministry of Justice, Finance and Budget and the state Board of Internal Revenue.
